Housing city administration, council chambers, the mayor's office, customer service, and public safety functions, including police and fire departments, the complex is designed for seamless circulation while maintaining distinct security measures.

The facility prioritizes public safety, with dedicated spaces for emergency dispatch, K-9 kennels, crime lab, and evidence storage. With community engagement at its core, the center features a community room adjacent to a public plaza, fostering transparency and accessibility. The design integrates sustainability principles, achieving LEED net-zero emissions while accommodating future growth with planned expansion spaces across its five levels.
